កិច្ចប្រជុំរដ្ឋមន្រ្តីដឹកជញ្ជូនអាស៊ាន-កូរ៉េ លើកទី៩ នៅទីក្រុងបាងកក ប្រទេសថៃ (វឌ្ឍនភាពក្នុងការអនុវត្តផែនទីបង្ហាញផ្លូវកិច្ចសហប្រតិបត្តិការដឹកជញ្ជូនអាស៊ាន-កូរ៉េ និងគម្រោងរួមចំនួន២០ សម្រាប់ឆ្នាំ ២០១៨-២០២០) The Ninth ASEAN and Korea Transport Ministers Meeting in Bangkok, Thailand (The ASEAN-ROK Transport Cooperation Roadmap and its 20 joint projects 2018-2020) --- នៅថ្ងៃទី០៩ ខែវិច្ឆិកា ឆ្នាំ២០១៨ ឯកឧត្តម ស៊ុន ចាន់ថុល ទេសរដ្ឋមន្ត្រី រដ្ឋមន្រ្តីក្រសួង សាធារណការ និងដឹកជញ្ជូន បានអញ្ជើញចូលរួមកិច្ចប្រជុំរដ្ឋមន្រ្តីដឹកជញ្ជូនអាស៊ាន-កូរ៉េ លើកទី៩ នៅទីក្រុងបាងកក ប្រទេសថៃ។ ឯកឧត្តម Arkhom Termpittayapaisith រដ្ឋមន្រ្តីដឹកជញ្ជូនថៃ និងឯកឧត្តម Kim Jeong Ryeol អនុរដ្ឋមន្រ្តីទទួលបន្ទុកកិច្ចការដឹកជញ្ជូន ក្រសួងដែនដី, ហេដ្ឋារចនាសម្ព័ន្ធ និងដឹកជញ្ជូនកូរ៉េ ជាសហប្រធានដឹកនាំកិច្ចប្រជុំ។ រដ្ឋមន្ដ្រីបានសម្តែងការពេញចិត្តចំពោះវឌ្ឍនភាពក្នុងការអនុវត្តផែនទីបង្ហាញផ្លូវកិច្ចសហប្រតិបត្តិការដឹកជញ្ជូនអាស៊ាន-កូរ៉េ និងគម្រោងរួមចំនួន២០ សម្រាប់ឆ្នាំ ២០១៨-២០២០ ព្រមទាំងការបញ្ចប់គម្រោងនៅក្នុងឆ្នាំ២០១៨ ដូចខាងក្រោម៖ ក.ការសិក្សាសមិទ្ធិលទ្ធភាពសម្រាប់ការសាងសង់ផ្លូវដែកតភ្ជាប់ Vung Ang – Tan Ap – Mu Gia (វៀតណាម) ជាមួយ Thakhek – Vientiane (ឡាវ) ខ.ការសិក្សាសមិទ្ធិលទ្ធភាពលម្អិតសម្រាប់លើកម្រឹតផ្លូវជាតិលេខ៨ នៅលើបណ្តាញផ្លូវអាស៊ានហាយវ៉េ១៥ (AH15) នៅក្នុងប្រទេសឡាវ គ ផែនការធ្វើឱ្យប្រសើរឡើងហេដ្ឋារចនាសម្ព័ន្ធផ្លូវដែក និងភស្តុភាកម្ម តាមរយៈ ការអភិវឌ្ឍផែស្ងួត នៅក្នុងប្រទេសមីយ៉ាន់ម៉ា និង ឃ.គម្រោងអភិវឌ្ឍន៍ផ្លូវល្បឿនលឿន Da Nang - Quang Ngai - កញ្ចប់ CS2:សេវាត្រួតពិនិត្យគម្រោង។ រដ្ឋមន្ដ្រីបានស្វាគមន៍ចំពោះលទ្ធផលប្រកបដោយជោគជ័យ នៃវេទិកាកិច្ចសហប្រតិបត្តិការដឹកជញ្ជូនអាស៊ាន-កូរ៉េលើកទី៩ ដែលបានប្រារព្ធធ្វើនៅថ្ងៃទី២៥-២៧ ខែមេសា ឆ្នាំ២០១៨ នៅទីក្រុងសេអ៊ូល ប្រទេសកូរ៉េ និងបានគាំទ្រការអនុវត្តគម្រោង/សកម្មភាពសំខាន់ៗនៅឆ្នាំក្រោយ ដូចខាងក្រោម៖ ក.កម្មវិធីបណ្តុះបណ្តាល ស្តីពីគោលនយោបាយផ្លូវដែក និងសុវត្ថិភាព ខ.កម្មវិធីបណ្ដុះបណ្ដាល ស្តីពីគោលនយោបាយភស្តុភារកម្ម និងបច្ចេកវិទ្យា គ.កម្មវិធីបណ្ដុះបណ្ដាល ស្តីពីប្រព័ន្ធដឹកជញ្ជូនក្នុងក្រុងប្រកបដោយចីរភាព និង ឃ.កម្មវិធីបណ្តុះបណ្តាល ស្តីពីក្នុងគោលនយោបាយសំណងដីធ្លី និងបច្ចេកវិទ្យា។ រដ្ឋមន្ដ្រីបានកត់សម្គាល់ថា ការសិក្សាសម្រាប់គម្រោងអភិវឌ្ឍន៍ធ្វើឱ្យប្រសើរឡើង ការដឹកជញ្ជូនតាមផ្លូវទឹក នៅក្នុងប្រទេសថៃ កម្ពុជា ឡាវ មីយ៉ាន់ម៉ា និងវៀតណាម (T-CLMV) ត្រូវបានបញ្ចប់ ក្រោមជំនួយបច្ចេកទេសពីសាធារណរដ្ឋកូរ៉េ។ ការសិក្សានេះមានគោលដៅបង្កើតឱ្យមានផែនការថ្នាក់តំបន់ សម្រាប់ការដឹកជញ្ជូនតាមផ្លូវទឹក សំដៅពង្រឹងកិច្ចសហប្រតិបត្តិការឆ្លងដែន និងពាណិជ្ជកម្ម រវាងបណ្តាប្រទេសអាស៊ានជាពិសេសនៅក្នុងបណ្តាប្រទេស T-CLMV ។ ពាក់ព័ន្ធនឹងសេវាកម្មអាកាសចរណ៍ រដ្ឋមន្រ្តីបានស្វាគមន៍ចំពោះការចាប់ផ្តើមឡើងវិញកិច្ចចរចា ស្តីពីកិច្ចព្រមព្រៀងសេវាកម្មអាកាសចរណ៍អាស៊ាន-កូរ៉េ និងបានស្វាគមន៍ការរៀបចំកិច្ចប្រជុំទី២ នៃក្រុមការងារអាស៊ាន-កូរ៉េ ស្តីពីកិច្ចព្រមព្រៀងសេវាកម្មអាកាសចរណ៍តំបន់ នៅពាក់កណ្តាលឆ្នាំ២០១៩។ រដ្ឋមន្ដ្រីបានបញ្ជាក់ជាថ្មីម្តងទៀត ពីការប្តេជ្ញាចិត្តរបស់ខ្លួន ក្នុងការធ្វើឱ្យប្រសើរឡើងការតភ្ជាប់បណ្តាញផ្លូវអាកាសរវាងប្រទេសអាស៊ាន និងកូរ៉េ និងក្រៅពីនេះ ព្រមទាំងការបញ្ចប់កិច្ចព្រមព្រៀងសេវាកម្មអាកាសចរណ៍ ដែលកាន់តែបើកទូលាយ និងផ្តល់អត្ថប្រយោជន៍ទៅវិញទៅមក។ --- On 09 November 2018, H. E. Mr. SUN Chanthol, Senior Minister and Minister of Public Works and Transport of Cambodia attended the Ninth ASEAN and Republic of Korea Transport Ministers Meeting in Bangkok, Thailand. The Meeting was co-chaired by H.E. Mr. Arkhom Termpittayapaisith, Minister of Transport of Thailand and H.E. Mr. Kim Jeong Ryeol, Vice Minister for Transport, Ministry of Land, Infrastructure and Transport of the Republic of Korea. The Ministers were pleased with the steady progress made in the implementation of the ASEAN-ROK Transport Cooperation Roadmap and its 20 joint projects for the period 2018-2020 as well as the completion of the following Projects in 2018: (a) Feasibility Study for developing railway projects on Vung Ang – Tan Ap – Mu Gia (Viet Nam) connecting to Thakhek – Vientiane (Lao PDR); (b) Detail Feasibility Study for Upgrading National Road No. 8 on the ASEAN Highway (AH15) Network in Lao PDR; (c) Improvement Plans of the Infrastructure for the Railway and Logistics through Developing the Dry Port in Myanmar; and (d) Da Nang – Quang Ngai Expressway Development Project – Package CS2: Integrated Project Review and Monitoring Services(IPRMS). The Ministers welcomed the successful outcomes of the 9th ASEAN-ROK Transport Cooperation Forum which was held on 25-27 April 2018 in Seoul, ROK and supported the implementation of the following key projects/activities next year: (a) Capacity building training programme in Railway Policy and Safety; (b) Capacity building training programme in Logistics Policy and Technology; (c) Capacity building training programme on Sustainable Urban Transportation Systems; and (d) Capacity building training programme in Land Compensation Policy and Technology. The Ministers were pleased to note that the Development Study for Inland Water Transport Improvement project in T-CLMV (Thailand, Cambodia, Lao PDR, Myanmar and Viet Nam) was completed with technical assistance from ROK. The study aims to formulate a regional plan for inland waterway transport, with a view to strengthen the cross-border cooperation and trade among the concerned ASEAN countries, especially within T-CLMV. With regard to air services, the Ministers welcomed the resumption of the negotiations on the ASEAN-ROK Air Services Agreement and welcomed the convening of the Second Meeting of the ASEAN-ROK Working Group on Regional Air Services Agreement (2nd AKWG-RASA) in the 1st half of 2019. The Ministers reaffirmed their commitments to further enhance air transport connectivity between and beyond ASEAN and ROK as well as to the conclusion of a more liberal and mutually beneficial air services agreement.
