HE Sun Chanthol, Senior Minister of the Ministry of Public Works and Transport has today signed a partnership agreement for the ‘Private Expressway Infrastructure Project Connecting Phnom Penh to Bavet City’
The agreement was signed with Mr. Zhou Yong, Representative of China Road and Bridge Corporation (CRBC) in the presence of many government officials and journalists.
The Public Private Partnership (PPP) is divided into two main parts, including:
(1) PPP contract, which stipulates the main principles for the implementation of the construction and operation of the expressway.
(2) the relevant annexes which detail the implementation of the principles agreed in principle in the contract.
At the same time, this PPP contract is also prepared and implemented under the framework of PPP law and legal documents in force and based on the principle of non-guarantee for the project and maintain the “B” and the terms of the contract like the Phnom Penh Expressway project. The Phnom Penh-Bavet Expressway project was agreed in principle under the PPP contract signed on this occasion, with a length of 135.10 km, built in 4 lanes, passing through Kandal, Prey Veng and Svay Rieng provinces.
It will be built with an investment capital of about 1, $ 35 billion and four years of construction under the Build-Operate-Transfer (BOT) investment form, the same as the Phnom Penh-Sihanoukville Expressway project, and the company will operate over 50 years before the transfer to the Royal Government.
Separately, funding for the construction of the bridge across the Mekong River will be sourced from the national budget, with the construction contract awarded to the same CRBC company, which will lead to free travel across the bridge.
The construction of this bridge must be completed before or simultaneously with the opening of the Phnom Penh-Bavet Expressway in accordance with “B” and the conditions as stated in the PPP contract.
The infrastructure of Phnom Penh-Bavet Expressway will be connected with Vietnam’s Ho Chi Minh-Mok Bai Expressway project, which is expected to be completed at the same time.
The Phnom Penh-Bavet Second Expressway Project will officially open its groundbreaking ceremony on June 7, 2023 under the high presidency of the Prime Minister of the Kingdom of Cambodia.
Fast Line 3 Phnom Penh-Siem Reap is scheduled to complete the feasibility study by the end of May, and is expected to sign a Memorandum of Understanding (MoU) soon.
