ថ្ងៃព្រហស្បតិ៍ ៩កើត ខែមិគសិរ ឆ្នាំកុរ ឯកស័ក ព.ស.២៥៦៣ ត្រូវនឹងថ្ងៃទី០៥ ខែធ្នូ ឆ្នាំ២០១៩ ឯកឧត្តមស៊ុន ចាន់ថុល ទេសរដ្ឋមន្រ្តី និងរដ្ឋមន្រ្តីក្រសួងសាធារណការ និងដឹកជញ្ជូន បានធ្វើអញ្ជើញជាវាគ្មិនក្នុងវេទិកាស្តីពីចលភាពក្នុងទីប្រជុំជន(Urban Mobility Forum) ដែលរៀបចំឡើងដោយកម្មវិធី អភិវឌ្ឍន៍សហប្រជាជាតិ (UNDP)។ វេទិកានេះមានការចូលរួមពីមន្រ្តីជាន់ខ្ពស់របស់ក្រសួងសាធារណការ និងដឹកជញ្ជូន ក្រសួងស្ថាប័នពាក់ព័ន្ធ ដៃគូអភិវឌ្ឍន៍ វិស័យឯកជន និងអាជ្ញាធរមូលដ្ឋាន។ វេទិកានេះត្រូវបានរៀបចំឡើងដើម្បីបង្កើតវេទិកាចែករំលែកគំនិត ការយល់ដឹង និងបទពិសោធន៍ ក៏ដូចជា ផ្តល់នូវដំណោះស្រាយដើម្បីប្រែក្លាយ និងវិនិយោគលើភាពចលភាពនៅក្នុងទីប្រជុំជនសម្រាប់ប្រជាពលរដ្ឋទាំងអស់។ ឯកឧត្តមទេសរដ្ឋមន្រ្តី បានកត់សម្គាល់ថា៖ រាជរដ្ឋាភិបាលកម្ពុជាយកចិត្តទុកដាក់ជាអាទិភាពលើ ការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធ និងការដឹកជញ្ជូន ដូចជា ការពង្រីកនិងធ្វើឱ្យប្រសើរឡើងនូវគុណភាពផ្លូវថ្នល់ និងផែនការអភិវឌ្ឍផ្លូវថ្នល់ ផ្លូវល្បឿនលឿន ស្ពាន ស្ពានអាកាស និងកំពង់ ផែជាដើម ដែលរួមបញ្ចូលទាំងការកសាងគន្លងយានយន្ត គន្លងឡានក្រុង និងភ្លើងចរាចរណ៍ឆ្លាតវៃដើម្បីជា មធ្យោបាយកាត់បន្ថយការកកស្ទះចរាចរណ៍។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីបានលើកឡើងថា៖ បច្ចុប្បន្ននេះ រដ្ឋាភិបាលកំពុងអភិវឌ្ឍ និងសាងសង់ហេដ្ឋារចនា សម្ព័ន្ធស្តង់ដានៅខេត្តព្រះសីហនុ ដើម្បីជាគំរូសម្រាប់ខេត្តផ្សេងទៀត។ លើសពីនេះទៀត រដ្ឋាភិបាលកំពុងសិក្សាអំពីការប្រើប្រាស់យានយន្តអគ្គិសនីនៅតំបន់អង្គរដើម្បីអភិរក្សប្រាសាទអង្គរក៏ ដូចជាបរិស្ថានទូទៅផងដែរ។ ឯកឧត្ដមទេសរដ្ឋមន្ត្រីបានបន្តថា រដ្ឋាភិបាលក៏បាននិងកំពុងធ្វើការសិក្សាលើផ្លូវក្រោមដី(subways) ផ្លូវដែក(monorails) និងការអភិវឌ្ឍ ហេដ្ឋារចនាសម្ព័ន្ធផ្សេងទៀតក្នុងគោលបំណងលុបបំបាត់ការកកស្ទះចរាចរណ៍ នៅក្នុងតំបន់ប្រជុំរបស់យើង។ ជាមួយគ្នានោះផងដែរ ឯកឧត្ដមទេសរដ្ឋមន្ត្រីបានមានប្រសាសន៍ថា មួយនឹងការអភិវឌ្ឍន៍ហេដ្ឋារចនាសម្ព័ន្ធ ការដឹកជញ្ជូនសាធារណៈនិងឯកជនកំពុងត្រូវបានជំរុញ ឱ្យមានការរីកចម្រើន និងធ្វើប្រតិបត្តិការប្រកបដោយសុវត្ថិភាព និងអាចទទួលសេវាបានទាន់ពេលវេលា។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីបានសម្តែងការកោតសរសើរយ៉ាងជ្រាលជ្រៅចំពោះលោក Nick Beresford តំណាងUNDPប្រចាំកម្ពុជា ដែលបានផ្តួចផ្តើមឱ្យមានវេទិកានេះឡើង និងថ្លែងអំណរគុណចំពោះ លោកស្រី Panny Low អតីត សមាជិកាសភានៃប្រទេសសឹង្ហបូរី និងជាស្ថាបនិកនៃក្រុមហ៊ុន Social Innovation Park Ltd., (សិង្ហបុរី) និងលោក Russel Cohen នាយកប្រតិបត្តិប្រចាំតំបន់របស់ក្រុមហ៊ុនតាក់ស៊ីGrab ដែលបានចូលរួមចែករំលែកចំណេះដឹង និងបទពិសោធន៍ជាក់ស្តែងទាក់ទងនឹងការលើកកម្ពស់ចលភាពនៅទីប្រជុំជនក្នុងព្រះរាជាណាចក្រកម្ពុជា។ Urban Mobility Forum ------- On December 05, 2019, H.E. Sun Chanthol, Senior Minister and Minister of Public Works and Transport, participated in an Urban Mobility Forum organized by the United Nation Development Program (UNDP). MPWT's senior officials, line ministries, development partners, the private sectors and local authorities were in attendance. The forum was held to establish a platform to share ideas, insights, and experiences, as well as provide solutions, so as to transform and focus investment in urban mobility for all citizens. The Senior Minister noted that the Royal Government of Cambodia takes priority on transport and infrastructure development, including enlarging and updating the quality of the country’s roads, and the planned development of new roads, expressways, bridges, flyovers, and ports. This includes the creation of vehicle and city bus lanes and smart traffic lights as a means to alleviate congestion. The Senior Minister pointed out that the government is currently developing and constructing standard infrastructure in Sihanoukville which can be used as a model for other provinces. Furthermore, studies are underway that involve the use of electrical vehicles in the Angkor Area to conserve the Angkor Temples, as well as the environment in general. The government has also been conducting studies on subways, monorails, and other possible infrastructure development aimed at eliminating traffic congestion in our urban areas. The Senior Minister expressed his appreciation to Mr. Nick Beresford, Resident Representative, UNDP who initiated the forum; Ms. Panny Low, former member of the Parliament of Singapore and Founder of Social Innovation Park Ltd., (Singapore); and Mr. Russel Cohen, the Regional Head of Operations, Grab, for their participation and for sharing their knowledge and practical experiences on enhancing urban mobility in the cities of Cambodia.
