ដំណើរឆ្ពោះទៅរកការបង្កើតវិទ្យាស្ថានបច្ចេកវិទ្យាសំណង់ នៅកម្ពុជា - កំឡុងពេលនៃដំណើរទស្សនកិច្ច របស់ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល ទៅកាន់KICT ទីក្រុងសេអ៊ូល ប្រទេសកូរ៉េ The road to the establishment of the Institute of Construction Technology in Cambodia - during the visit of H.E. Senior Minister Sun Chanthol to KICT, Seoul, Korea --- ថ្ងៃអង្គារ ៩កើត ខែភទ្របទ ឆ្នាំច សំរឹទ្ធិស័ក ព.ស.២៥៦២ ត្រូវនឹងថ្ងៃទី១៨ ខែកញ្ញា ឆ្នាំ២០១៨ ឯកឧត្តម ស៊ុន ចាន់ថុល ទេសរដ្ឋមន្រ្តី រដ្ឋមន្រ្តីក្រសួងសាធារណការ និងដឹកជញ្ជូន បានដឹកនាំគណៈប្រតិភូកម្ពុជា ទៅបំពេញទស្សនកិច្ច នៅវិទ្យាស្ថានបច្ចេកវិជ្ជាសំណង់កូរ៉េ (KICT) ដែលមានទីតាំង នៅទីក្រុងសេអ៊ូល ប្រទេសកូរ៉េ។ លោក Sung Heon Han ប្រធានវិទ្យាស្ថាន KICT បានណែនាំគណៈប្រតិភូឱ្យស្គាល់បច្ចេកវិទ្យាសំណង់ ធំៗរបស់កូរ៉េ ប្រព័ន្ធលើកកម្ពស់សុវត្ថិភាពសំណង់ និងចរាចរណ៍ និងប្រព័ន្ធគ្រប់គ្រងសម្ភារៈការដ្ឋាន។ ជាមួយគ្នានេះផងដែរ KICT បានចែករំលែកពង្រាងផែនការគាំទ្រ ការបង្កើត “វិទ្យាស្ថានបច្ចេកវិទ្យាសំណង់កម្ពុជា-កូរ៉េ(C-KICT)”។ C-KICTនេះនឹងដើរតួនាទីជាមូលដ្ឋានគ្រឹះសម្រាប់ក្រសួងសាធារណការ និងដឹកជញ្ជូន កម្ពុជា ក្នុងការធានាឱ្យបាននូវស្ដង់ដារគុណភាពនៃសំណង់ នៅកម្ពុជា។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីបានជម្រាបជូនអំពីបញ្ហាប្រឈមនាពេលបច្ចុប្បន្នពាក់ព័ន្ធនឹងការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធផ្លូវថ្នល់របស់កម្ពុជាផងដែរ។ ឯកឧត្ដមទេសរដ្ឋមន្ត្រីបានគូសបញ្ជាក់ថា៖ គ្រោះថ្នាក់ចរាចរណ៍ នាពេលបច្ចុប្បន្នដែលបង្កឡើងដោយកត្តាមនុស្ស និងចំណុចខ្មៅ បានសម្លាប់មនុស្សប្រមាណ ៥ នាក់ និងបង្ករបួសស្នាមពី២០ទៅ៥០នាក់ក្នុងមួយថ្ងៃ។ ឯកឧត្តមទេសរដ្ឋមន្រ្តី បានកត់សម្គាល់ថា៖ កម្ពុជាចាំបាច់ត្រូវធ្វើឱ្យប្រសើរឡើងនូវស្តង់ដារនៃការស្ថាបនា ផ្លូវថ្នល់ ដើម្បីកាត់បន្ថយគ្រោះថ្នាក់ចរាចរណ៍ និងរក្សាគុណភាពហេដ្ឋារចនាសម្ព័ន្ធផ្លូវថ្នល់ឱ្យមានភាព រឹងមាំ និងប្រើប្រាស់ជាប់បានយូរ។ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានបន្ថែមថា៖ ជាពិសេស បច្ចេកវិទ្យាជួសជុលផ្លូវថ្នល់មានសារៈសំខាន់ណាស់ ដោយសារតំបន់ភាគខាងត្បូងនៃប្រទេសដូចជា៖ ខេត្តកំពត ខេត្តកែប ក្រុងព្រះសីហនុ និងខេត្តកោះកុង មានភ្លៀងធ្លាក់ជោគជាំនៅរដូវវស្សា។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីបានសំណូមពរឱ្យ KICT ពន្លឿនការបង្កើតវិទ្យាស្ថាន C-KICT ក្នុងរយៈពេល២ឆ្នាំ ឬឆាប់ៗតាមដែលអាចធ្វើទៅបាន។ KICT គឺជាវិទ្យាស្ថានរបស់រដ្ឋាភិបាលកូរ៉េ មានជំនាញឯកទេសខាងការស្រាវជ្រាវ និងវិស្វកម្មសំណង់។ KICT មានបុគ្គលិកជំនាញថ្នាក់បណ្ឌិតជាង ៩០០ ដែលមានជំនាញផ្សេងៗគ្នាទាក់ទងនឹងការសាងសង់។ KICT បានបង្កើតស្តង់ដារសំណង់កូរ៉េសម័យទំនើប និងបានចុះហត្ថលេខាលើអនុស្សរណៈ នៃការយោគ យល់ជាមួយក្រសួងសាធារណការ និងដឹកជញ្ជូនកម្ពុជានៅថ្ងៃទី១៦ ខែវិច្ឆិកា ឆ្នាំ២០១៦។ — On September 18, 2018, Senior Minister Sun Chanthol, Minister of the Ministry of Public Works and Transport, led a Cambodian delegation for a fact finding visit to the Korean Institute of Construction Technology (KICT) located in Seoul, Korea. Mr. Sung Heon Han, President of KICT, introduced the delegation to Korean major construction technologies, safety improvement systems, and equipment & management systems. KICT also shared the draft of the plan to establish the “Cambodian-Korean Institute of Construction Technology”. C-KICT will serve as the foundation for the MPWT in maintaining an improved standard of construction quality. The Senior Minister briefly shared the current challenges involved in developing the country’s road infrastructure. He noted that current road accidents caused by humans and black spots, kill around 5 people, and injure 20-50 people a day. The Minister noted that Cambodia needs to improve the standard of road construction to reduce road accidents and to maintain a longer lasting road infrastructure. Road repair technology is especially critical due to Cambodia’s rainy season, especially in the south in regions such as Kampot, KEP, Preah Sihanouk, and Koh Kong province, he added. The Minister kindly requested that KICT speed up the establishment of the C-KICT, hopefully within 2 years, or as soon as possible. KICT is a Korean government institute specializing in research and construction engineering. KICT has more than 900 PhD’s on their faculty who have different expertise in construction practices. KICT established the modern day Korean construction standards and signed an MoU with the Cambodian Ministry of Public Works and Transport on November 16, 2016.
