នៅព្រឹកថ្ងៃទី១៥ ខែវិច្ឆិកា ឆ្នាំ២០១៩ ឆ្លៀតក្នុងឱកាសនៃការអញ្ជើញចូលរួមកិច្ចប្រជុំរដ្ឋមន្រ្តីជឹកជញ្ជូនអាស៊ានលើកទី២៥ និងកិច្ចប្រជុំជាមួយដៃគូពិភាក្សាពាក់ព័ន្ធ នៅទីក្រុងហាណូយ ឯកឧត្តម ស៊ុន ចាន់ថុល ទេសរដ្ឋមន្រ្តី រដ្ឋមន្រ្តីក្រសួងសាធារណការ និងដឹកជញ្ជូនបានជួបពិភាក្សាទ្វេភាគីជាមួយឯកឧត្តម Minorikawa Nobuhide អនុរដ្ឋមន្រ្តីនៃក្រសួងដែនដី ហេដ្ឋារចនាសម្ព័ន្ធ ដឹកជញ្ជូន និងទេសចរណ៍ និងជាប្រធានគណៈប្រតិភូជប៉ុន ដើម្បីពង្រឹងនិងពង្រីកកិច្ចសហប្រតិបត្តិការវិស័យហេដ្ឋារចនាសម្ព័ន្ធ និងដឹកជញ្ជូនរវាងកម្ពុជានិងជប៉ុន។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីជួសមុខឲ្យក្រសួងសាធារណការ និងដឹកជញ្ជូន បានសម្តែងនូវអណរគុណដ៏ជ្រាលជ្រៅចំពោះការផ្តល់ជំនួយ និងកិច្ចសហប្រតិបត្តិការល្អដល់កម្ពុជា ពិសេសនៅក្នុងវិស័យសាធារណការ ដឹកជញ្ជូន និងកំពង់ផែ។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីបានជម្រាបជូនភាគីជប៉ុនពីស្ថានភាពយោបាយនិងភាពរីកចម្រីនសេដ្ឋកិច្ច-សង្គមនៅកម្ពជា ក្រោមការដឹកនាំប្រកបដោយគតិបណ្ឌិត និងឈ្លាសវៃរបស់សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន នាយករដ្ឋមន្រ្តី នៃព្រះរាជាណាចក្រកម្ពុជា។ ភាគីទាំងពីរបានពិភាក្សាផ្តោតសំខាន់លើកិច្ចសហប្រតិបត្តិការផ្នែកហេដ្ឋារចនាសម្ព័ន្ព ផ្លូវថ្នល់-ស្ពាន សុវត្ថិភាពចរាចរណ៍ ប្រព័ន្ធទឹកកខ្វក់ និងកំពង់ផែ។ ភាគីទាំងពីរបានកត់សម្គាល់លើអត្ថប្រយោជន៍នៃការសាងសង់ផ្លូវ ស្ពាន ការស្តារ និងជួសជុលផ្លូវក្រោមជំនួយជប៉ុន ពិសេស ដំណើរការសាងសង់ពង្រីកផ្លូវជាតិលេខ៥ ប្រវែង៣៦៦ គ.ម ដែលកំពុងប្រព្រឹត្តទៅ។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីបានស្នើភាគីជប៉ុនពិនិត្យលទ្ធភាពវិនិយោគរថភ្លើងទីក្រុងភ្នំពេញ ដើម្បីសម្រួលការធ្វើដំណើរ និងបន្ថយការស្ទះចរាចរណ៍នៅទីក្រុងភ្នំពេញ។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីបានផ្តល់តម្លៃខ្ពស់ចំពោះជំនួយរបស់ភាគីជប៉ុននាពេលថ្មីៗនេះ សំរាប់សាងសង់ស្ថានីយចម្រោះទឹកកខ្វក់ និងប្រព័ន្ធគ្រប់គ្រងចរាចរណ៍ថ្មី នៅរាជធានីភ្នំពេញ និងស្នើសុំភាគីជប៉ុនផ្តល់ជំនួយសាងសង់ប្រព័ន្ធ និងស្ថានីយចម្រោះទឹកកខ្វក់នៅខេត្តមួយចំនួន និងខេត្តជាប់សមុទ្រ ដូចជា កំពត និងកោះកុង ផងដែរ។ ភាគីទាំងពីរបានកត់សម្គាល់លើភាពជឿនលឿន នៃដំណើរការពង្រីក និងធ្វើទំនើបកម្មកំពង់ផែកម្ពុជា និងការអភិវឌ្ឍប្រព័ន្ធផ្លាស់ប្តូរទិន្នន័យតាមអេឡិចត្រូនិចសំរាប់នាវាចេញចូលកំពង់ផែក្រោមជំនួយជប៉ុន។ ភាគីទាំងពីរក៏បានពិភាក្សាផងដែរអំពីការរៀបចំផែនការមេកំពង់ផែរបស់ជាតិ ជាពិសេសការរៀបចំផែនការមេកំពង់ផែក្រុងព្រះសីហនុ។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីបានជម្រាបភាគីជប៉ុន អំពីគម្រោងបង្កើតឡើងវិញនូវវិទ្យាស្ថានសាធារណការ និងដឹកជញ្ជូន និងស្នើសុំជួយការបណ្តុះបណ្តាលលើផ្នែកវិស្វកម្មសំណង់ហេដ្ឋារចនាសម្ព័ន្ធ និងផ្នែកសេដ្ឋកិច្ចដឹកជញ្ជូន។ ទន្ទឹមនឹងនេះ ឯកឧត្តមទេសរដ្ឋមន្រ្តីបានស្នើសុំភាគីជប៉ុនផ្តល់នូវអ្នកជំនាញខាងលើសំរាប់បណ្តុះបណ្តាលមន្រ្តីកម្ពុជា និងជួយបណ្តុះបណ្តាលនៅក្នុងវិទ្យាស្ថានខាងលើ។ ឯកឧត្តមទេសរដ្ឋមន្រ្តី បានអញ្ជើញឯកឧត្តម Minorikawa Nobuhide មកបំពេញទស្សនកិច្ចនៅរាជធានីភ្នំពេញ ក្រុងព្រះសីហនុ និងខេត្តសៀមរាប។ ភាគីទាំងពីរបានសម្តែងការកោតសរសើរខ្ពស់ ចំពោះកិច្ចសហការល្អរវាងក្រសួងទាំងពីរ ជាពិសេស JICA កន្លងមក និងបានសន្យាជំរុញបង្កើនកិច្ចសហប្រតិបត្តិការទាំងនេះឲ្យកាន់តែប្រសើរថែមទៀតនាពេលអនាគត។ --- Taking an opportunity of participating in the 25th ASEAN Transport Ministers Meeting and Associated Dialogue Partners Meetings in Hanoi, on 15 November 2019, H.E. Senior Minister Sun Chanthol held a bilateral meeting with the Japanese Transport Delegation led by H.E. Minorikawa Nobuhide, State Minister for Land, Infrastructure, Transport and Tourism of Japan in order to strengthen and extend both countries’ public works and transport cooperation. H.E. Senior Minister, on behalf of the Ministry of Public Works and Transport expressed his heartfelt thanks and deep appreciation to the Government of Japan for providing the development assistance and extending good cooperation to Cambodia particularly in the fields of public works, transport and port. H.E. Senior Minister briefed the Japanese side the general political situation and socio-economic development in Cambodia under the wise leadership of Samdech Techo Hun Sen, Prime Minister of the Kingdom of Cambodia. The meeting was focused on cooperation in infrastructure, roads, bridges, traffic management system, waste water system and treatment, and ports. Both sides recognized the advantages of the construction, rehabilitation and maintenance of road and bridges, especially the on-going construction or rehabilitation and expansion of the 366 k.m of National Road No. 5. H.E. Senior Minister sought Japanese investment for construction of Phnom Penh’s Automated Guideway Transit (AGT) to facilitate passengers and reduce traffic congestion and accidents in Phnom Penh. H.E Senior Minister expressed his high admiration to Japanese newly assistance for the construction of Phnom Penh Waste Water Treatment Plant as well as a new traffic management system in Phnom Penh, and requested the same assistance to other major provincial cities, especially the costal provincial cities of Kampot and Koh Kong. Both sides noted the progress made in port expansion and modernization and the development of Port’s Electronic Data Interchange (Port EDI) under the Japan (JICA) assistance. Ministers also discussed the preparation for a National Port Master Plan particularly the Sihanoukville Port Master Plan. H.E. Senior Minister informed the Japanese side on the Ministry of Public Works and Transport’s plan to reestablish the Ministry Skills Training Center and requested Japanese side to provide training to the Cambodian officials in Japan or Cambodia. H.E Senior Minister has also requested Japan to provide experts in infrastructure engineering and transport economics to attach at the Ministry as well as to help train the Cambodian officials at the said Ministry’s Skills Training Center. H.E. Senior Minister invited H.E. State Minister of Japan Minorikawa Nobuhide to visit Cambodia in the coming month. Both sides expressed their high value and admiration to such fruitful cooperation between the two ministries as well as JICA so far and pledged to continue strengthening and enhancing cooperation in related fields of the two countries.
