កិច្ចប្រជុំរដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ាន និងសាធារណរដ្ឋកូរ៉េលើកទី១២ ត្រូវបានដឹកនាំដោយឯកឧត្តមទេស រដ្ឋមន្ត្រី ស៊ុន ចាន់ថុល ប្រធានកិច្ចប្រជុំរដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ាន និងសមភាគីឯកឧត្តម HWANG, SEONG KYU អនុរដ្ឋមន្ត្រីក្រសួងដែនដី ហេដ្ឋារចនាសម្ព័ន្ធ និងដឹកជញ្ជូននៃសាធារណរដ្ឋកូរ៉េ តាមរយៈ ប្រព័ន្ធវីដេអូពីចម្ងាយ ថ្ងៃសុក្រ ៨កើត ខែកត្តិក ឆ្នាំឆ្លូវ ត្រីស័ក ព.ស.២៥៦៥ ត្រូវនឹងថ្ងៃទី១២ ខែវិច្ឆិកា ឆ្នាំ២០២១ រាជធានី ភ្នំពេញ ព្រះរាជាណាចក្រកម្ពុជា៖ ឯកឧត្តមទេសរដ្ឋមន្ត្រី ស៊ុន ចាន់ថុល រដ្ឋមន្ត្រីក្រសួងសាធារណការ និងដឹកជញ្ជូននៃព្រះរាជាណាចក្រកម្ពុជានិងជាប្រធានកិច្ចប្រជុំរដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ាន និងសមភាគី ឯកឧត្តម HWANG, SEONG KYU អនុរដ្ឋមន្ត្រីក្រសួងដែនដី ហេដ្ឋារចនាសម្ព័ន្ធ និងដឹកជញ្ជូននៃ សាធារណរដ្ឋកូរ៉េ បានអញ្ជើញធ្វើជាសហប្រធានកិច្ចប្រជុំរដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ាន និងសាធារណរដ្ឋកូរ៉េ លើកទី១២ ដោយមានការចូលរួមពីឯកឧត្តម លោកជំទាវ រដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ាន ឯកឧត្តម LIM JOCK HOI អគ្គលេខាធិការអាស៊ាន និងគណៈប្រតិភូអមដំណើរ។ ថ្លែងក្នុងសុន្ទរកថាបើក ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានគូសបញ្ជាក់ពីការគាំទ្រយ៉ាងទូលំទូលាយរបស់ សាធារណរដ្ឋកូរ៉េ (ROK)ចំពោះអាស៊ានក្នុងពេលដ៏លំបាកដោយសារការរាតត្បាតនៃជំងឺកូវីដ-១៩ ដែល ក្នុងនោះសាធារណរដ្ឋកូរ៉េបានចូលរួមវិភាគទានដល់មូលនិធិឆ្លើយតបនឹងជំងឺកូវីដ-១៩របស់អាស៊ាន ក៏ដូចជាកិច្ចសហប្រតិបត្តិការលើការអភិវឌ្ឍ ការផលិតនិងការចែកចាយឱសថ និងវ៉ាក់សាំងបង្ការជំងឺ កូវីដ-១៩ផងដែរ។ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានកត់សម្គាល់ថា៖ សាធារណរដ្ឋកូរ៉េបានដើរតួនាទីយ៉ាងសកម្មនៅក្នុងផែនការ យុទ្ធសាស្ត្រដឹកជញ្ជូនអាស៊ាន(ATSP) តាមរយៈការអនុវត្តគម្រោងនិងសកម្មភាពជាច្រើន ក្រោមផែនទី បង្ហាញផ្លូវកិច្ចសហប្រតិបត្តិការដឹកជញ្ជូនអាស៊ាន-កូរ៉េ ក្នុងនោះរួមមាន៖ ការអភិវឌ្ឍធនធានមនុស្ស ការ សិក្សាលទ្ធភាពអភិវឌ្ឍន៍ហេដ្ឋារចនាសម្ព័ន្ធ និងកម្មវិធីគ្រប់គ្រងនិងបច្ចេកវិទ្យាឆ្នាំ២០២១។ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះសាធារណរដ្ឋកូរ៉េ ដែលបានផ្តល់ការ គាំទ្រប្រកបដោយសប្បុរសរបស់ខ្លួនដល់ការកសាងមជ្ឈមណ្ឌលបណ្តុះបណ្តាលចរាចរណ៍ផ្លូវអាកាស កម្ពុជា និងការធ្វើឱ្យប្រសើរឡើងផ្លូវជាតិលេខ៤៨ ដែលជាផ្លូវហាយវេអាស៊ានលេខ១២៣ ក៏ដូចជាការ ចូលរួមចំណែកក្នុងការធ្វើឱ្យប្រសើរឡើងគម្រោងហេដ្ឋារចនាសម្ព័ន្ធសំខាន់ៗផ្សេងទៀតនៅកម្ពុជា។ ឯកឧត្តមទេសរដ្ឋមន្ត្រីបានជម្រាបជូនអង្គប្រជុំអំពីគម្រោងនិងសកម្មភាពផ្សេងៗដែលកំពុងអនុវត្តនៅ កម្ពុជា និងគម្រោងដែលនឹងត្រូវអនុវត្តក្រោមកិច្ចសហប្រតិបត្តិការដឹកជញ្ជូនផងដែរ។ គម្រោងទាំងនោះ រួមមាន៖ គម្រោងចំនួន៤០ក្រោមផែនទីបង្ហាញផ្លូវកិច្ចសហប្រតិបត្តិការដឹកជញ្ជូនអាស៊ាន-កូរ៉េឆ្នាំ២០២១-២០២៥ និងគម្រោងចំនួនពីរដែលបានអនុវត្តក្រោមផែនទីបង្ហាញផ្លូវកិច្ចសហប្រតិបត្តិការដឹកជញ្ជូន អាស៊ាន-កូរ៉េខាងត្បូង២០១៨-២០២០។ ថ្លែងក្នុងសុន្ទរកថាបិទ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានកត់សម្គាល់អំពីការឯកភាពលើផែនទីបង្ហាញផ្លូវកិច្ច សហប្រតិបត្តិការដឹកជញ្ជូនអាស៊ាន-កូរ៉េឆ្នាំ២០២១-២០២៥ និងការធ្វើបច្ចុប្បន្នភាពលទ្ធផលនៃការចរចា កិច្ចព្រមព្រៀងសេវាកម្មផ្លូវអាកាសអាស៊ាន-កូរ៉េ ដែលនឹងត្រូវអនុវត្តក្នុងរយៈពេលប៉ុន្មានឆ្នាំខាងមុខ។ ឯកឧត្តមទេសរដ្ឋមន្ត្រីមានជំនឿជាក់ថា៖ ផែនទីបង្ហាញផ្លូវនេះនឹងត្រូវបានអនុវត្តដោយជោគជ័យ និងទាន់ពេលវេលា តាមរយៈការប្តេជ្ញាចិត្តយ៉ាងមុតមាំ និងការខិតខំប្រឹងប្រែងរួមគ្នា។ 12th ASEAN and Republic of Korea Transport Ministers Meeting co-chaired by H.E. Senior Minister Sun Chanthol, Chairman of the ASEAN Transport Ministers Meeting and His Excellency HWANG, SEONG KYU, Vice-Minister of Land, Infrastructure and Transport of the Republic of Korea via video conference On November 12, 2021, in Phnom Penh, Kingdom Cambodia, H.E. Sun Chanthol, Senior Minister, Minister of Public Works and Transport of the Kingdom of Cambodia, Chairman of the ASEAN Transport Ministers Meeting and His Excellency HWANG, SEONG KYU, Vice-Minister of Land, Infrastructure and Transport of the Republic of Korea, co-chaired the 12th ASEAN and Republic of Korea Transport Ministers Meeting with the participation of Excellencies ASEAN Transport Ministers, Excellency LIM JOCK HOI, Secretary General of ASEAN, and Distinguished Delegates. In his opening remarks, H.E. Senior Minister highlighted the extensive support provided by the Republic of Korea (ROK) to ASEAN amidst the challenging times of the COVID-19 pandemic, including the contribution to the COVID-19 ASEAN Response Fund, as well as cooperation on the development, production and distribution of medicines and vaccines for Covid-19. He noted that ROK has played an active role in the ASEAN Transport Strategic Plan (ATSP) exercised through the implementation of numerous projects and activities under the ASEAN-ROK Transport Cooperation Roadmaps, including in human resource development, Infrastructure Feasibility Studies, and the Technology and Management Program in 2021. H.E. Senior Minister extended his appreciation to the Republic of Korea for her generous support in building the Cambodia Air Traffic Training Center and upgrading NR No. 48, which forms ASEAN Highway 123 as well as for the country’s contribution in improving other major infrastructure projects in Cambodia. H.E. Senior Minister briefed the participants on various projects and activities which are currently being implemented and those that will be implemented under transport cooperation. This includes forty projects under the proposed ASEAN-ROK Transport Cooperation Roadmap 2021-2025 and two projects carried forward from the ASEAN-ROK Transport Cooperation Roadmap 2018-2020. In his closing remarks, the Senior Minister noted the endorsement of the ASEAN-ROK Transport Cooperation Roadmap 2021-2025 and the update on the outcomes of the negotiation of the ASEAN-ROK Air Services Agreement, all of which will be implemented in the coming years. He believes that with the strong commitment and collective efforts, this roadmap will be carried out successfully and in a timely manner.
